Transer

Opprette/lese/endre/slette transer i RS fra eksternt system.
Innparameter typehandling, transtype og trans MÅ angis.
TypeHandling:
'N'=Ny Trans
'L'=Les trans (transID MÅ angis)
'E'=Endre trans (transID MÅ angis)
'S'=Slette trans (transID MÅ angis)

TransType:
V=variabel lønntrans
F=fast lønntrans
FR=fravær trans

Trans gir returverdi ved TypeHandling=L
TransID gir returverdi ved TypeHandling=N
